Google: Ireland Makes No Content Removal/User Data Requests

Google's Transparency Report makes for interesting reading. Ireland made no content removal requests during July-December 2010 (0 in all of 2010) contrasted with 38 by the UK and 54 by the US. The US request was for 1421 items to be removed. Most of the UK requests were by the OFT and related to fraudulent ads that linked to scams. Google complied 89% of the time.
In relation to user data, Google received 1162 requests from the UK and 4601 requests from the US during the 6 months.

What explains the complete absence of content removal requests and user data requests by Ireland?
